1. Platform Role
Completa LLC operates the platform as marketplace operator, payment administrator, recordkeeper, limited platform dispute administrator, support workflow administrator, and project documentation provider. Completa LLC does not perform construction or home-service work and does not become a contractor, general contractor, construction manager, employer, joint employer, contractor's agent or fiduciary, insurer, escrow agent, trustee, court, or legal arbitrator.
2. Platform Services
Completa provides account management, identity and eligibility workflows, project intake, scope capture, Completa Estimate generation, contractor recommendation or matching tools, contractor verification records, SOW templates, electronic signing records, milestone-based payment administration, change-order workflows, limited platform dispute administration, warranty intake and recordkeeping, project messaging, document storage, notifications, customer support, contractor support, and fraud/safety review.
Completa does not guarantee service availability, uptime, uninterrupted access, error-free operation, customer selection, lead volume, contractor acceptance, contractor availability, final project price, workmanship, permit approval, insurance coverage, or warranty outcome except as expressly stated in a signed agreement. The platform is provided as-is and as-available to the maximum extent permitted by law.
3. Payment Administration
Completa may administer milestone funding, payment holds, refunds, transfer reversals, Performance Reserves, payout offsets, chargeback responses, credits, and replacement workflows under the applicable SOW, platform agreements, and payment terms. Payment administration is not escrow or trust custody. Completa does not guarantee that all post-payout recovery will be successful.
Payments are processed through Stripe or another approved payment processor. Customers and contractors authorize Completa, as platform operator, to direct payment instructions, ACH bank-transfer debits, card charges, payment-rail selection, card-funding validation, payment holds, transfers, refunds, transfer reversals, reserves, payout offsets, and connected-account actions permitted by the applicable SOW, platform agreements, payment terms, and payment processor rules. Stripe's applicable services agreements apply to customer payment activity, currently at https://stripe.com/legal/ssa, and Stripe's connected-account terms apply to contractor connected-account activity, currently at https://stripe.com/legal/connect-account, as Stripe may update them.
ACH Direct Debit and similar bank-transfer rails are delayed-notification payment methods. A submitted ACH payment may show as processing before it succeeds or fails. Unless an approved risk policy states otherwise, Completa does not treat an ACH processing state as final milestone funding, and contractor payout eligibility requires successful payment confirmation.
4. Platform Decisions
Completa may make platform decisions affecting funds in the Completa Stripe platform account pending milestone release or other authorized release condition, account status, contractor eligibility, project replacement, credits, refunds, reserves, payout holds, and access to platform features. Completa's platform decision is not a final adjudication of legal rights between customer and contractor and does not waive non-waivable remedies.
Completa's platform dispute process is limited to platform-controlled outcomes, including payment release, payment hold, refund, credit, reserve use, payout offset, replacement workflow, account action, record annotation, or support escalation. It is not a court judgment and does not waive rights that cannot be waived.
5. Verification Limits
Completa Verified and related component badges are eligibility signals only. Verification is dated, evidence-based, category-specific, revocable, and not a guarantee of future compliance, safety, workmanship, insurance coverage for a claim, compliance with project-specific licensing requirements at the time of a specific project, or every worker's background.
6. Data and Records
Subject to the Privacy Policy and Privacy Rights and Data Governance Supplement, Completa may retain project records, legal acceptance records, SOWs, change orders, payment records, dispute/warranty evidence, uploaded media, receipts, messages, logs, support records, and verification records as reasonably necessary for operations, security, fraud prevention, disputes, warranty, tax/accounting, legal compliance, and platform improvement.
